The BCM MOC Program serves as an institutional resource to assist eligible physicians and physician assistants (PA) earn MOC Part 4 (Improvements in Medical Practice) credit/points or NCCPA Category 1 PI-CME credit, respectively, for their engagement in qualified QI activities by providing guidance to the Project Lead and/or project team throughout the project lifecycle.

With this in mind, the respective roles/responsibilities and expectations of the BCM MOC Program, Project Lead, and Project Participant are described below.



BCM MOC PROGRAM
Key responsibilities of the BCM MOC Program include the items described below.

  • Serve as the primary contact between physicians/PAs seeking MOC Part 4/NCCPA Category 1 PI-CME credit and the ABMS Portfolio Program (including participating ABMS Member Boards and NCCPA).
  • Facilitate (by request) initial contact between I-QIPS QI Coaches and Project Leads and/or teams for customized guidance in QI tools/methodologies and data collection strategies.
  • Provide guidance around appropriate educational resources available to assist with QI activity creation and development.
  • Provide project tracking and documentation capabilities via the web-based I-QIPS QI Project Registry.
  • Prepare and submit Physician/PA completion notifications (with documentation) to the ABMS Portfolio Program for credit consideration.

MOC Review Committee
  • Review (for pre-approval) New QI Activity Application & Project Lead Commitment Form (submitted by Project Lead) to ensure appropriate QI principles are applied to and stated standards/requirements are met by the proposed QI Activity.
    Note: The review and pre-approval process may take up to 60 - 90 days to complete.
  • Review Physician/PA Attestation & Reflection Forms (submitted by each Physician/PA participant seeking credit) to verify that all stated standards and requirements for the respective QI Effort Type are appropriately met and documented. Each QI Effort Type has its own respective Attestation & Reflection Form.


LEADING A QI PROJECT?

In order to participate in the BCM MOC Program for MOC Part 4/NCCPA Category 1 PI-CME credit consideration, a Project Lead must be a current BCM or BCM-affiliated employee.


PROJECT LEAD
Key responsibilities of the Project Lead include the items described below, which are required for MOC Part 4 credit consideration.

  • Serve as the primary contact for the QI Activity and project team.
  • Design a QI Activity that meets stated QI Activity requirements.
    • Determine whether the QI Activity is considered research, and if so, obtain appropriate IRB approval.
    • Ensure for sufficient and appropriate funding resources to develop, support, and conclude the QI Activity without any real or perceived conflict of interest. See QI Activity Requirements for more information.
  • Submit a New QI Activity Application & Project Lead Commitment Form* to the BCM MOC Program for review and project pre-approval to ensure appropriate QI principles are applied to and all standards/requirements are met by the proposed QI Activity.
    Note: The review and pre-approval process may take up to 60 - 90 days to complete.
  • Ensure the QI Activity is registered the I-QIPS QI Project Registry, with current and accurate project data entered/updated throughout the project lifecycle.
  • If applicable, consider and respond to any inquiries or requests from potential project participants interested in joining/participating in the QI Activity to earn MOC Part 4/NCCPA Category 1 PI-CME credit.
  • Lead/conduct the QI Activity, while ensuring all stated Meaningful Participation Requirements are met.
  • In alignment with stated QI Activity Requirements, monitor physician/PA participation in the project to ensure for their ongoing compliance with meaningful participation requirements.
    *Note: Unless otherwise indicated, the New QI Activity Application & Project Lead Commitment Form is NOT required for the following QI Effort Types: QI Poster, COVID-19 QI Activity, Institutional QI/PS Leadership.
After QI Activity Completion
  • Submit the appropriate Physician/PA Attestation & Reflection Form for the specific QI Effort Type through which you wish to seek credit. Each QI Effort Type has its own associated Attestation & Reflection Form and submission deadline. Forms must be submitted to the BCM MOC Program by their respective deadlines in order to be processed for credit consideration.
    Note: If needed (such as for auditing purposes), the BCM MOC Program may be required to have the Attestation & Reflection Forms of select Project Leads reviewed and signed-off by their respective Supervisors.
  • If relevant, address any additional diplomate requirements (Table 2), as indicated by some ABMS Member Boards for credit consideration.
  • Retain project documentation for at least six (6) years.
If applicable, other responsibilities include the following:
  • Remind physician/PA project participants to complete and submit the appropriate Physician/PA Attestation & Reflection Form to the BCM MOC Program to request credit consideration.
    Note: One (1) form should be submitted by EACH physician/PA participant seeking credit; no group or team-submissions accepted.
  • If requested by the BCM MOC Program (such as for required auditing), review and sign-off on the Attestation & Reflection Form(s) of select physician/PA project participants, as instructed.
  • Provide timely responses to any questions and/or requests from the BCM MOC Program for additional information needed to process submissions for credit consideration.


PARTICIPATING IN A QI PROJECT?

The BCM MOC Program refers to a Project Participant as a member of the project team, who is not the Project Lead.

In order to participate in the BCM MOC Program for MOC Part 4/NCCPA Category 1 PI-CME credit consideration, a Project Participant* must be a physician or physician assistant (PA), who is certified by a participating ABMS Member Board or the National Commission on Certification of Physician Assistant (NCCPA), AND the Project Lead of the QI Activity in which they are participating for credit must be a current BCM or BCM-affiliated employee.

*Note: PhD Diplomates of the American Board of Medical Genetics & Genomics (ABMGG) also are permitted to participate in the BCM MOC Program for credit consideration.


PROJECT PARTICIPANT / TEAM MEMBER
Key responsibilities of the Project Participant include the items described below, which are required for MOC Part 4/NCCPA Category 1 PI-CME credit consideration.

  • Review and meet all Meaningful Participation Requirements.
  • Review and assist with ensuring that all QI Activity requirements are being met by the project.
  • Assist with ensuring that project details and updates in the QI Project Registry remain current and accurate throughout the lifecycle of the project.
    Note: Ensure that your full name and email address is listed in the "Project Team & Stakeholders" section of the QI Project Registry. The QI Project Registry is used for required MOC Part 4/NCCPA Category 1 PI-CME documentation.

After QI Activity Completion
